Who is signing

This stamps a signature block and locks the form. It records who, when, what they meant, and the SHA-256 of the document signed. It is a recorded acknowledgement, not a cryptographic or government-issued electronic signature: it carries no certificate and does not by itself prove the file has not been altered since.
